MBS FileMaker Plugin, version 9.4pr3

New in this prerelease of version 9.4 of the MBS FileMaker Plugin:

Notarized the disk image for MacOS Catalina.
Added SpeechRecognition functions.
Rebuild CURL code for Windows to fix issue in pr2.
Updated to Xcode 10.3.
Added error check to Encryption.Cipher to report if de/encryption fails instead of silently return no or garbage data.
